If it stops after the first reboot, you either have a blacklisted chipset, or your CPU is missing the SSE4.2 instruction set. Both of these conditions are fatal, and there are no workarounds yet, if ever. Edit: I also experienced the issue that modern Setup didn't bother with preparing the legacy boot files at all. So, it might also be that on old BIOS machines, legacy Setup must be used.
You might misunderstand. "Unsupported processor" just means it is not in MS' list for being eligible to get Win11. It's an arbitrary limit, like TPM. The problems I mentioned are actually hard-enforced hardware prerequirements, these can not be worked around. Both are new to 24H2.

The hardware requirement for 24H2 is the POPCNT instruction set, so it's not related to the boot mode. W10 IoT Enterprise LTSC will keep you patched until 2032.
