Then it halts at the first reboot during setup.

It turns out that, to my surprise, "setup.exe /product server" still works.

It stopped working a while ago, so you mean works again?

And it now skips the sse4.2 check?

    That is correct.

It bypasses all the checks in the installer, but Windows 11 24H2 probably won't boot (once installed) without SSE4.2.

Rise to a higher level, don't always beat the same thing, the various frankenstein's solutions.
The correct command to update/upgrade Windows 11 on unsupported hardware is:

    x:\sources\setupprep.exe /product server /BitLocker AlwaysSuspend /Telemetry Disable /DynamicUpdate Disable /PKey xxx-xxx-xxx-xxx-xxx /ShowOOBE None

exclude the ones you don't need, or if you need something else, ask

No TPM, no secure boot (legacy BIOS), unsupported processor

Windows 11 24H2 runs like butter

Phenom 2 CPUs (such as Deneb) and other K10 based AMD CPUs have POPCNT but not SSE 4.2

I've replaced winload and ntoskrnl, but I got bugcheck 0xc0000059 (Microcode Update Mismatch)

what are the files that we should change ..?

If it stops after the first reboot, you either have a blacklisted chipset, or your CPU is missing the SSE4.2 instruction set. Both of these conditions are fatal, and there are no workarounds yet, if ever.

Edit: I also experienced the issue that modern Setup didn't bother with preparing the legacy boot files at all. So, it might also be that on old BIOS machines, legacy Setup must be used.

    You might misunderstand.

"Unsupported processor" just means it is not in MS' list for being eligible to get Win11. It's an arbitrary limit, like TPM.

The problems I mentioned are actually hard-enforced hardware prerequirements, these can not be worked around. Both are new to 24H2.

Ok all clear. So now and in the future there will be no way for someone in my condition to be able to upgrade? In my case, Win 11 Boot And Upgrade FiX KiT v5.0 not works?

The hardware requirement for 24H2 is the POPCNT instruction set, so it's not related to the boot mode.
W10 IoT Enterprise LTSC will keep you patched until 2032.
