Netbooks are by definition (and by EULA) crippled.

A netbook w/o resolution, disk size and ram limits, is called notebook.

Many model of laptop, permits to replace or upgrade the RAM or the hard disk, with an SSD for example.
Naturally, except if you have, a unlucky model, where have (all or almost) the components of the laptop, with BGA soldering.

@Project Prisma Can you tell the model or the hardware specifications of the laptop? For the what do you use the laptop?

Please don't move the target of what we were discussing.

    We were talking about NETbooks

Obviously saying that many models of laptops allow the RAM to be upgraded is the discovery of the tap water...

Any reason to go with Education or Enterprise instead of LTSC?

Edu or Enterprise will offer you the same options and it is the real win 10/11, when you understand what LTSC lacks and when you're not planning on upgrading to the next release as soon as there is a new one then LTSC could be the one to choose

And what of IoT Enterprise LTSC 2021? Is it practical for PC use for those looking for an even more stripped-down Windows version? I haven't found any forum, as yet, discussing this Windows flavor.

It's the same as normal Enterprise 2021 LTSC, the only difference is licensing (HWID only, no KMS/VL) and 5 + 5 years of support instead of just 5 years for normal Enterprise 2021 LTSC.

Stripping will only lead to (future) problems.

and this is why I leave things as is for LTSC 2021 and not "strip" it down
