I've noticed this ever since I installed RS3, and I've reinstalled it a lot so it's a consistent issue.

When I first install Windows, it boots up super fast and the loading animation icon just rotates for 5 seconds and I'm already on the desktop.

But after installing my drivers, I notice that the loading animation starts spinning, then pauses for about 3-5 seconds, then continues spinning and Windows continues to boot.

I have the latest drivers listed below,. I'm on a RAID 0 setup and my laptop specs are listed in my signature:

    1) Intel Chipset Software v10.1.1.45

    2) Intel Rapid Storage Technology v15.2.0.1020

    3) Intel Graphics Driver v23.20.16.4849

    4) System Control Manager v13.017.06089

    5) nVIDIA GeForce Driver v390.65

    6) Realtek ALC899 HD Audio Driver v6.0.1.8302 / Nahimic v2.5.19

    7) LAN Killer E2500 Driver v9.0.0.46

    8) Realtek S5250 Card Reader Driver v10.0.16299.21304

    9) Killer WLAN Driver v12.0.0.448/BT v10.0.0.448

    10) Synaptics Tochpad Driver v19.3.4.193

    11) Intel Management Engine Driver v11.7.0.1054

    12) ENE Radio Switch for Airplane Mode v1.1.5.0

    13) Intel Thunderbolt Driver v16.3.61.2

    Anyone experience this?

In my opinion you should install only the missing drivers after first install of Windows 10 RS3.

I think I notice this slowdown starts after installing Intel Rapid Storage Technology which I need for my RAID Setup but I'm surely not the only one who's installed it and wonder how come no one noticed this slowdown unless it's just me

I experience this kind of thing too. I have come to accept it as a routine, something related to graphics driver without any effect than the delay. It happens in older systems in my case.

I just formatted again today and what I noticed is after I installed all the drivers, there was only a slight delay, but after installing all the Windows updates, the delay became much longer.

KB4056887 (2018-1 Security Update for Adobe Flash Player for Windows 10 Version 1709 for x64-based Systems)
KB4058043 (Update for Windows 10 Version 1709 for x64-based Systems)
    KB4054517 (2017-12 Cumulative Update for Windows 10 Version 1709)

    Then it downloaded

Feature update to Windows 10, version 1709

    KB4056892 (2018-1 Cumulative Update for Windows 10 Version 1709 for x64-based Systems)

The nVidia drivers causes this delay.. because at boot it detects the second GPU which is [nvidia].
When you clean install.. windows 10 doesn't have the required drivers for nvidia so... it will only work with intel GPU which means faster boot but once you install the required drivers for nVidia.. well... say hello to the delay :D but with Windows 10 [Fast Startup] feature.. it compensated this delay so.... there is no delay at all! and loading animation starts spinning for 1~2 seconds only :)

at least that is what I experienced :)
