I've noticed this ever since I installed RS3, and I've reinstalled it a lot so it's a consistent issue. When I first install Windows, it boots up super fast and the loading animation icon just rotates for 5 seconds and I'm already on the desktop. But after installing my drivers, I notice that the loading animation starts spinning, then pauses for about 3-5 seconds, then continues spinning and Windows continues to boot.
