Nothing concrete yet, it's still a debate about "end June" and "mid July", in fact, there's a bet pool on it among OEM people.
Try actually fully reading through his account. They get a promising build and find something that may be a showstopper so they have to be careful. After 10130 and it's sound issue and crash on shutdown/restart that affected EVERYONE, they need to be more careful and not so quick to release builds. They knew what would happen with releasing 10130, but with all the pathetic beggars they felt the need to ask and give people a choice. A good thing there actually. Shows they do in fact listen to us, but they also knew damn well what would happen with those two main bugs from the build and wanted people to see why they shouldn't be so fast to release builds like that. People who actually pay close attention to his Twitter knew what would happen. You can see people saying NOT to release it. Better to get those bugs fixed. People who knew better and have a thing called patience and maturity. Not people that beg and act like kids if they can't get a build every day.
10147 has quite some of the nasty bugs of 10130 fixed so it's definitly worth releasing another build before RTM.
It's not just bugs, the next "pre-RTM release" will have a new activation mechanism, where the activation ID will consist of MSA+HWID+generic key to be saved in MS activation servers, it will be carried to the RTM so Insiders could have the RTM activated, it couldn't be done in RTM because it doesn't have this mechanism. .................(see, I like to use the tongue smiley, problem? )

That's only for Insiders, isn't it? Since you can use the non-Insider RTM (upgrade or retail) with a local account, I don't think MS account information will really be part of the activation. I mean, isn't it possible for Insiders to install and use the preview on multiple machines? So why should it be coupled to a specific HWID? I'd guess that it will only check if the MS account is enrolled in the Insider program and then activates the system under a preview license (that will eventually expire unless you keep it updated and install new preview builds). Now as soon as you opt-out of the program, activation will become invalid and your system unlicensed. But that's just speculation on my behalf.
Yup, that's for the Insider's RTM, Gabe already confirmed that for regular user's RTM he could use local account(just same as any other Win versions). One thing we don't know (yet) is whether a MS account could register multi-devices with activated RTM, it's only logical, because that's what win10 is all about, "cloud first" and syning of devices thru Cloud under one account, but MS has not talked about it, and they could be quite idiotic and might just allow one device under one MS account, we just have to wait and see. There shouldn't be a problem for MS to record multi-devices under one account, that has been done for keys, there could be multi-devices with different HWID's(which is a variable) stored under one key(which is constant), and MS has their way to match the devices. It has been done even with retail keys, let alone the thousands or even tens of thousands devices under one single MAK. I believe they won't de-activate as soon as a user opt-out of Insider Program and there is a grace period, Gabe had said that in his blog(what does he meant by "eventually"? that's the point):
