Yes it's leaning heavily towards 10400. In case anyone was still having doubts about sign off date rtm... It is the 9th...in two days confirmed.

If RTM wasn't going to be 10400, the rather big leap to 10500 wouldn't make much sense (why leave so much space in-between?) About the Insider in-place build upgrades... in the long run, I'd find it rather exhausting to upgrade my PC every other month in the current fashion, which is basically a reinstall of Windows over an existing installation. I mean, is it really necessary to download a large ESD and replace the entire OS for every little feature and modification, instead of just updating the current installation via MSU package, for example?
