not necessarily. If the delta gets overridden by a second better RTM build version, it certainly can jump to 16385

there is no significant sign that anything has been signed off, at least to my knowledge.
After sign off, development certainly continues with newer builds in appropriate branches but as of now, I cannot see anything RTMed or such
