It worked as a workaround for me and others. Had to do it at every boot and eventually binned this build cos' this start menu not opening thing got well and truly on my pip! Have seen on other forums that it's been present throughout several builds and still isn't properly fixed.
I noticed the start window screws up mstly when I try and open over a full screen app. If i minimize the app, the start window opens correctly.
