Simply wrong! I did already a few activations after Hardware changes via Phone and that worked just well! All was were need were the origin Product-Key and date of purchase (of Win 8.1) from the older OS (which were got updated) and if available the 'old' HW-ID, which I didn't have in most of that cases!
