I cannot read the text, but from the packaging, it looks like an OEM or SystemBuilder product. SystemBuilder usually also contains an OPK disc, as it's meant for small OEM distribution. IIRC, Retail boxes look different, have no adhesive COA and come with both 32bit and 64bit media.
If the package is open then there's a possibility the license code was already used. Buyer beware. On the positive side, fading browser support for Win 7 keeps the price low, supply and demand.

Cool If you are collecting we can supply you with the images my friend, those oem dvd's are boring to look at (my opinion) and you kinda waste your money. Even with the coa embedded, which leads to next answer: You can't. Only MAK keys can be validated to see if you can activate. (not the same as to check if key is valid btw) Here's an example - a valid key on top that can activate and a valid key at bottom that is blocked and can not activate anymore. You can not check this with oem/retail keys unless you try to activate (and waste a potential license in the process...) Money out of the window...
