You can compare the Features between Starter and the target image, then remove those that are not allowed by Starter from target image. e.g. OneDrive. If you don't remove it, there's gonna be an invalid shortcut on Start menu. And you can remove Users\Default\AppData\Local\Microsoft\Windows\Shell\DefaultLayouts.xml. Otherwise there's gonna be lots of invalid online-download App shortcuts. (The online-download Apps are controlled by Microsoft-Windows-ContentDeliveryManager-Package~31bf3856ad364e35~amd64~~10.0.14393.0.) I recommend EnterpriseS for its LTSC service. And don't remove EnterpriseS so that LTSC LCU can be installed Offline.
