For some reason I have nothing in en-us\Licenses or ru-ru\Licenses. I have it in system32\Licenses however, but copying that to en-us\Licenses and ru-ru\Licenses doesn't help I have yours original transform pack for 19041.1, applied it - boots. Applied updates - boots... But there is nothing in \System32\en-US\Licenses!
Update: fixed, removing "neutral" subfolder which was in System32\Licenses. Works now! Thanks for a good lesson! Still can't get how it works in VM on screen above
It is because there is NO 19041.1149 EnterpriseS language pack for License Agreement Microsoft-Windows-Editions-EnterpriseS-Package~31bf3856ad364e35~amd64~en-US~10.0.19041.1110.mum
Update2: Works if I select en-US as language (I assume that \System32\Licenses is en-US) for other languages gives OOBELANGUAGEEULA. Where to get the licenses folder? PSFX for LCU? or Langpack (it is not updated?)

1) Then you can not pre-copy License Agreement to C:\Windows\System32 2) IoTEnterpriseS is Virtual SKU of EnterpriseS, just differs in Certificates and Key, all others are EnterpriseS.
