kibkalo shares, but the package he extracted is not working (missing ServerTurbine Certificates)

zhanglin, do you have the image to test extracting the License package? (I don't think so)

Uploading VHD

Actually I have a way to make it work.
Copy all package files (WinSxS, System32\Licenses, System32\spp, System32\en-us\Licenses, \Servicing\Packages) and import a part of registry, exported from VM.
But I am very angry on myself that I can't find a way to create a package

Have them in dozen of versions. But a MUM/CAT and Deployment manifest for package are 1068 and if I modify installation fails, due to CRC check inside each manifest.

Just today I found a script-way to deploy VMs in Azure - and I can chose versions of SKUs.
The oldest one is

On his screenshots we see not full packages. Manifests exist, but no folders. Same as here
