Used install.wim from 19041.1200.210812-1726.VB_RELEASE_SVC_PROD3_CLIENTPRO_OEMRET_X64FRE_EN-US.ISO to build EnterpriseS 10.0.19041.1200

Added windows10.0-kb5003791-x64.cab to get build 10.0.19044.1200.

@xinso , Can We extract regular LCUs to baseless LCU ? is there a way ?

 

Look:

The baseless LCU is extracted from an image which has been updated with regular LCU.

Therefore, you can make baseless LCU by yourself:

Image + Regular LCU --> Extraction --> Baseless packages

Of course, we can NOT make Non-Existent baseless packages, because Microsoft has FULL INITIAL build, we don't.
