    Maybe it was because I forgot to use dism /set-allintl.

    X: ISO boot to install --> shutdown --> capture --> Unstaged image (even though you have installed all features)
    O: ISO boot to install --> at OOBE, press ctrl+shift+F3 to restart --> check generalize, oobe, shutdown --> capture --> Normal image (even though barebone system)

    But the former CAN boot to oobe. So what's the difference?
    Plus , how can use offline Sysprep providor of dism?

    I'd better compare the three images (Stagesxs, iso booted, syspreped) to create a registry and file tweak.

    @xinso After sysprep there are a lot of logs and Administrator account.How can I remove them?

    I'd talked about it again and again.

    At OOBE, press Ctrl+Shift+F3 to reboot, so no user. Then sysprep \generalize \oobe shutdown.
    1. Capture to 1.wim
    2. Export 1.wim to install.wim
    3. By 7-Zip, open install.wim and delete residuals.

    Then? Add wim information.
    Then? Use it to reconstruct other editions.

    User is created end-user account. Administrator is Default Administrative account - not be avoidable.

    If you don't follow the sequences, and create an account and login, then sysprep, well, there will be two accounts after sysprepped. Then you have to delete the user account before sysprep shutdown.

    At OOBE, press Ctrl+Shift+F3 to reboot
    =
    DO NOT create any User account
    =
    so no user

    Then after sysprepped, only one unavoidable Administrator. This is normal.

    PS:
    You can capture with exceptions by some mean. Go ask help from Script thread.

    Evidence: Official uup image doesn't have administrator.
    Evidence2:There is no sysprep in dtcinstall.log in official uup image.
    Suggestion and anticipation: Microsoft uses dism offline sysprep provider to generalize uup images.

    Tested 22000.1 zh-CN Unstaged wim with tweak

    Didn't add edge.
    Also, most UWP apps don't work because I didn't add their registry

    I haven't made a conclusion yet. Just copied a lot of registry keys from install.wim of uup.
    Still needs time to determine which keys are essential.
