    It would be more interesting if you could make & share "ARM64" 17763.1 EnterpriseS and EnterpriseSN with 19041.1149 packages.

    I took it from SSU, same. But, with repeated tests, still no good luck.

    Well, you can try QEMU for that. But I can guarantee that it's going to be way slower.

    I made unstaged.wim by directly copying the corresponding files and folders from 20581.200install.wim.

    Q: What if there is no existent image?

    So, it'd be best try to learn owouwu's stageSxS-principalis by using "pause" after each line or section. Then, ask when you don't understand.

    Excuse me, the unstaged ISO made with that version of win10 can be installed and run normally.

    What type of Unstaged ISO? Original Packages or created full image?

    Similar to the ISO of 10.0.14357.1000
    The Unstaged ISOs of 19041 and 22000 made by imitating 10.0.14357.1000 cannot be installed normally. Every time, only the program package is installed, but the language package is not installed.

    If you decompress the language pack into Packages, for example, install Professional.mum, put Microsoft-Windows-Client-LanguagePack-Package into Professional.mum, or even FOD, it can be installed normally.

    But that's not how Microsoft does it.

    And with LCU applied, those 19041.1 packages being added to Professional.mum that have no updates shall be removed when resetbase is run.

    Yes, so want to make one that can be installed normally, go through Panther to see how Microsoft does it.
