    There should be a value whose name is sort of 'Shell-WinX-Enabled'

    Shell-WinX-Enabled, sort of.

    If you don't know about it, how come you know it may be "Shell-WinX-Enabled"?

    Yes,

    Start\Settings = UserExperience-Desktop-Package (aka FOD in previous builds.)

    WinX = Product policy

    Finally, I learned Edition Reconstruction. :)
    Windows 11 x64-2022-06-09-17-42-39.png
    Reconstucted from Windows 11 Pro.
    Normally it became Enterprise N edition. But if I enter Professional N key, then it becomes Professional N.

    [Reminder]

    For 22621.1, there is amd64 Microsoft-Windows-Management-SecureAssessment-Package. No WOW64.
    Code:
        <update name="7457ec4d9a4c63d10b077b50059da579">
          <package contained="false" integrate="hidden">

    EnterpriseG is made exclusively for OEM CMGE. Therefore, it is only equipped with OEM license agreement "place holder" (placeholder.rtf) which won't take effect. All for OEM to add its own one.

    So, you have to add related license agreement terms yourself before unmounting image.

    _Default
    OEM
    Volume

    If you are lazy, just copy any Professional's "license.rtf" into %MOUNT%\Windows\System32 folder before unmounting image.

    Q: Does 22621 notepad support LTSC?
    A: No. It supports only EnterpriseG(N) and Not-LTSC.

    So? Modify and install it before installing language pack. (No amd64, it won't work with WOW64 only.)
    Microsoft-Windows-Notepad-System-FoD-Package-amd64.cab
    Code:
    dism /english /image:%MT% /add-package:files\Notepad

    echo.
    echo ------------------------------------------------------------
    echo Add %LANG% language pack
    echo ------------------------------------------------------------
    dism /english /image:%MT% /add-package:lp

    It's in the parent section in update.mum. Editing it to remove it solves the problem.

    I still prefer to use the traditional Microsoft-Windows-Notepad-FoD-Package-amd64.cab, thus removing the Microsoft-Windows-Notepad-System-FoD-Package-amd64.cab
