EnterpriseG is made exclusively for OEM CMGE. Therefore, it is only equipped with OEM license agreement "place holder" (placeholder.rtf) which won't take effect. All for OEM to add its own one. So, you have to add related license agreement terms yourself before unmounting image. _Default OEM Volume If you are lazy, just copy any Professional's "license.rtf" into %MOUNT%\Windows\System32 folder before unmounting image.
Q: Does 22621 notepad support LTSC? A: No. It supports only EnterpriseG(N) and Not-LTSC. So? Modify and install it before installing language pack. (No amd64, it won't work with WOW64 only.) I still prefer to use the traditional Microsoft-Windows-Notepad-FoD-Package-amd64.cab, thus removing the Microsoft-Windows-Notepad-System-FoD-Package-amd64.cab
