Master, there is a strange phenomenon, in the offline state, just copy the Professional and Enterprise certificates to SPP, deploy the installed EnterpriseS or IoTEnterpriseS, right click on the start menu is normal, at this time, delete Professional and Enterprise under SPP, reset the license file Or reset the computer's authorization status, and right-click the start menu is also normal.

 

I haven't tested on 22621 yet but as zhanglin said it also works for 22621.

 

Can you compare productpolicy:
1. PureEnterpriseS
2. EnterpriseS+Professional License+Delete Professional License+Reset activation

 

Try delete tokens.dat and see.

(The 17763\19044.1149 OEM EnterpriseS activation on 19044 gets invalid when the tokens is recovered.)
