Hi. First of all you need gailium119's sxs extractor tool. Otherwise it's impossible. Extract all files except for importlist.txt from SxSV2bugfixed.7z. Then mount your ServerDatacenter or ServerStandard WIM image as well as Azure Stack HCI WIM image. Then native to _Helper\SxSExport.cmd and edit the C: value to your mount directory. Also change the Flag_CAB=1 value to 0. Run Start.cmd as Administrator. It should generate a text file. Open it and find the value for the aforementioned packages. Type the first value on command line screen and press enter. Then same thing for other one. After that create the XML file I gave in code. And apply it to your Azure Stack HCI image.
