It's weird, finally MSFT blocked russian IPs, - doesn't download UUPs.
ODT doesn't work too for Office.
But strange enough, UUPDump.net scripts work fine.
Any idea, how to bypass UUPDownload country restriction?

uupdump uses the server's IP to generate links for download.
