On my en-US LTSC with Russian set as default regional standard & non-Unicoded (but no LP installed) apps are run in Russian, they take regional settings, not LP as I see it.

There is verification information (RSA encrypted hash) at the back of the license file, which does not match and will not be loaded.

OK, that was a dead-end with editing ProductPolicy

Unfortunately not.
That is why am back to question, what technically stops from creating a modified Language pack package?
In case of LanguagePack and ProductPolicy, the controled is the language in a header of only the main E:\G\26100_x64_LP\ru-ru\Microsoft-Windows-Client-LanguagePack-Package~31bf3856ad364e35~amd64~ru-RU~10.0.26100.1.mum, or each of child MUMs (alphabetically first one is Containers-ApplicationGuard-Package~31bf3856ad364e35~amd64~ru-RU~10.0.26100.1.mum and after almost 1500 MUMs comes Microsoft-Windows-WinOcr-Package~31bf3856ad364e35~amd64~ru-RU~10.0.26100.1.mum)
Do I need to modify only E:\G\26100_x64_LP\zh-cn\Microsoft-Windows-Client-LanguagePack-Package~31bf3856ad364e35~amd64~zh-CN~10.0.26100.1.mum, so it recursively installs ru-RU mums, or I need to edit each of 1500 zh-CN MUMs and modify them?

zwl29107, if you were replying about modifying LanguagePack, so we can add other language to EnterpriseG as custom en-US or zh-CN LP, I would be happy to hear your thoughts, what are the Do's and Dont's in such a task.

Due to the policy name in the license containing "MUI", I believe that modifying LP's mum and installing it cannot solve the problem.
