As @kibkalo said he tested it and it works. Also your findings in this post demonstrates what he is saying

Note the packages which were removed

For example - 25398 updates are made with support for the Pro parent.
20348 updates have no support for any client parent - as such 20348 is modified with a client package in such a way as it acts exactly as a client but since there are no official support for client, everything is modified to allow the server side to continue to be updated.

20348 updates have no client packages, this is why Server 20348 updates without error, because the update is not trying to update client packages, because there is nothing in update.mum to tell update to update client packkages, so if you only wanted to update Server parts you would remove support from update.mum for client parts.

Not exactly it will not update if you just install a client layered onto server - the LCUver and UBR will never match.
The other way is not to touch the update mum
These variants of Server are typically called server true client - I have seen it done for 17763, 20348 and more recently the 26100

With the correct registry modifications it should be possible to have both 25398 DatacenterCor and AzurestackHCICor with GUI update itself with the official updates

Here are my modded .mums. As you can see the EditionSpecific has the "UserExperience-Desktop-Package" added. Do I need to add it to the CorEdition.mum also? Cos I'm still getting the black screen on reboot.

Add only server packages to server. You used to add client packages to server. It was always wrong. Server packages was not supporting at past but now it supports.
