It's not appraisers.dll, it's appraisersres.dll, which are two different files! You could just do the edit on your own using Notepad to edit and delete all TPM and UEFI entries from that file. Easy peace of cake!
Did you a new and CLEAN Installation of Windows 11? After you edited the appraisersres.dll file and replaced it with those from the Windows 11 ISO/Sources Folder? That would be a MUST!
