    The folders/executable issue is not from the SLIC but sounds like a bad copy of Windows(Infected?). Also a SLIC does not work for activation of any windows older than Vista. Use the SLIC Toolkit to check that the SLIC is actually present and show me the image so I can make an adjusted version to fix the discrepancies.
