    Thanks for the help. I have verified that SLIC 2.1 is unlocked using SLIC Toolkit. Maybe the settings that I am looking to modify are just not possible with this MB/BIOS combo.

    AFAIK, its a manual mod which is permanent i.e SLIC remains after official bios update.
