The best VPN in my experience is ExpressVPN. 0 logging policy, works on all OSes, superb customer service and super fast connection.
I think it does not matter if the server is located in the US or on the moon, if the crypto system is strong enough (PIA's is [or was]) they can spy all day long on the connection they will never find anything. Some providers these days open source their client and protocols even their backend what is running on their servers, so I would only choose one provider which open sourced everything. If you're been a target you can't survive anyway, at one point everyone is doing a mistake and I'm highly against using VPN's for criminal activities.
