He lives in an apartment, so doesn't have access to the modem being used so he can't try an Ethernet cable connection. I tried a speed test at 6:00 PM yesterday and got 5.46 on computer, and 68.7 on our tablet. About 20 min ago I got 1.56 on computer, 58.4 on tablet and 108.0 on cell phone. What do you suppose is going on??
Thanks to all who replied. I finally had time to some digging on my own and found that this is a known problem with Dell laptops. It appears they use a cheap-ass "Killer" brand Wi-Fi card in them and they are very unreliable. Since his tablet and phone both get very strong connections from the same desk, I don't think overloading the modem with users is the problem. I've informed him that replacing the card is a very inexpensive and easy fix.
