I need a Master Password or at least a working method (for a really old PC) to reset the bios password as i have forgotten it.
    the mainboard is Intel D925XECV2
    Its on Pentium 4

An easier method? I don't think so. In most cases, you can clear the CMOS from within your BIOS menu, but since you don't have access to it, this is the only way you can clear the CMOS.

Did you set the jumpers back to the default position?

at the start of my fault it wasn't boot maybe because i have not installed the chip back to it's position
    Now it permanently not boot
One clue: i destroyed a bit the chip. its kinda cracked, but at the upper side of it
