(1) I took a VMware virtual machine running Windows 8.1 Pro patched to end of extended support (January 2023) and tested whether I could install the Embedded updates (up to July 2023). I changed the EditionID from Professional to EmbeddedIndustry, restarted the virtual machine, installed the June 2023 SSU (KB5027574) and launched Windows Update to check for updates. It presented four Embedded updates, including the final July 2023 Rollup KB5028228. I chose to install all of them. The updates seemed to have installed successfully, but when the virtual machine was restarted, Windows said "We couldn't complete the updates. Undoing changes." and subsequently restarted. After the restart I checked the update history of Windows Update and all four updates Failed to install. So my first test was a failure. (2) So I restored the virtual machine from a backup and tested again. This time I just wanted to see if the Bypass worked on plain Windows 8.1. I installed the Bypass and the August 2023 SSU (KB5029368) and restarted the virtual machine. Then I manually installed KB5028962 (August 2023 .NET 4.7.2 Rollup) and KB5029312 (August 2023 Rollup), and restarted the virtual machine. This time all went well, both updates were successfully installed. This basically confirms to me that the Bypass is needed to install any updates past January 2023 on Windows 8.1.
