We have: some servers with 2008R2 SP1, bypass v9 works fine. Except one, with DC and DNS roles on it - it can't install framework updates (other updates installing ok). Errors 643 and 641 (if bypass is not installed and if it is installed). Just because of framework bypass is changing something in windows installer, and updates can't be installed correctly (windows says "no access to windows installer"). Only on that server. I've had the described issue till today, for several months. I've tried to use "dotNetFx4 ESU Bypass v3 (experimental)" - and it works! Now all updates installed. Maybe someone will need it.
With Bypass v9, the update KB4580345 (October Monthly Rollup) cannot be installed. It throws the error 8024200d. As this error code 8024200d indicates WU_E_UH_NEEDANOTHERDOWNLOAD, I followed the instructions from the net for this code (removed the catroot2 and SoftwareDistribution folders and restarted Windows Update) but to no avail. The update even fails when I download it manually from the Windows Update Catalog. All other updates, however, install fine. What can I do here?

I've had update issues the past 2 months but surprisingly no October issues, not even with Net.Framework update. V9 obviously working well.
My security updates didn't install the last 2 months so I went back to this forum. After installing v9 it updated flawlessly! Thank you so much!
The UpdatePack installs KB4580345 up to a progress of 66%, then the progress indicator jumps to 100%, and it gives error 0x800F081F. Looks like it is not able to resolve the problem with this particular update, either.
try to uninstall then reinstall the latest Extended Servicing Stack Update (SSU) and see what happens.
The same problem with me. I solved it with the file dotNetFx4_ESU_Installer. Follow instractions and the problem will be solved.
In that thread, I now got the following information: Does that mean I will have to uninstall @abbodi1406's patch prior to using the Simplix UpdatePackage?
how will dotNetFx4_ESU_Installer solve this issue ? what does doNETFx4 installer have to do with his problem ? he can't install oct rollup ESU update, not doNetFx4 ESU.
Did you reinstall it before trying to install oct rollup ESU again ? you have to install it again. If it does not work, uninstall again KB4580970 then install may SSU and try to install oct rollup ESU, it is available on first page.
Simplix is another project, please stop advising people to use it or posting about the problems with simplix, it has its own sticky thread in the windows 7 part of the forum. The patcher on the Simplixed updated OS can give errors and then the bypass v9 manual install fixes it.
Indeed, this does not look like a good advice as the error persists So I am a bit puzzled now - what should I do? Uninstalling KB4580970 does not work anymore (perhaps because it was installed using the Simplix UpdatePack instead of WU). I am now trying System Restore in the hope that I can go back to a state where none of these fixes was installed, in order to be able to start over again.
If that doesn't help, can you post a screen of the "updates history" and the "installed updates" windows?
Is there any problem if I disable Internet Explorer as a Windows feature? Not really using it for anything...
As far as I can tell, for Win7, it seems like there shouldn't be any problems if you disable IE. I mean, on the Win7 computer I use, I use Firefox as it's browser.
