For anyone that's interested. I did some additional research and testing. KB5006060 does supersede KB5004755 so if KB5006060 is installed KB5004755 isn't necessary. KB4503575 (at least on my installation) can not be removed without C:\Windows\Microsoft.NET\Framework\v4.0.30319\clr.dll reverting to an older version despite KB5006060 still being installed.

Edit: KB4503575 must be removed prior to the installation of KB5006060.

You may have to uninstall the KB and wait for a patch or any workaround someone may post.

You can try system restore, it worked for me every time.

Each and any supersedance issue is purely attributed to the sloppy coding of MS. You usually cannot really destroy anything by uninstalling older stuff. What's required is simply re-offered by WU.

I had identical symptoms to what you described with my latest .net update. What fixed that for me was reinstalling the original .Net 4.8 package. In your case perhaps one of the prerequisites didn't install correctly, and reinstalling it prior to the installation of KB5006749 might help. Of course I always make an image of my C: drive before any changes, that way if anything goes wrong, I'm not left with an inoperable system.

I have managed to solve such a condition by starting the "Windows Modules Installer" service manually, then I immediately rebooted, which caused the update to install.

Hello all. New to the thread. Was wondering if there are any more quirks I should know before download this tool. Maybe I have to download different updates, or maybe something else? Times have changed, I don't want to accidentally brick my OS :V

I would suggest you make an image of your C: Drive before doing any updates or modifications to your OS. I use Macrium Reflect (they have a free edition) which has saved me on numerous occasions from serious problems. If you do decide to use Macrium Reflect, and your Windows 7 installation is one which doesn't have native USB drivers (USB3 on X570 board, etc.), use the Windows 10 PE option for the creation of your rescue media otherwise you could find yourself not able to use the keyboard and mouse when trying to restore your previous system.

Alright, thanks for the advice. How about the prerequisites though, have they changed?

Yes, that was it. I had, in fact noticed, but since it was included in "Installed Updates", I thought the "pending" comment was insignificant. It wasn't.

Fortunately, KB5006743 is an update that can be uninstalled. It took quite awhile for my x220 laptop to fight through the process (20 minutes!), but it was finally gone. Reinstalling the update, which I downloaded from the M$ catalog, actually was quite painless, and I was happy to see that "Pending" had been replaced by "Successful".

WU showed me immediately that the SSU was available, and since it had already been downloaded, the now-successful installation was instantaneous.

My most sincere thanks. I would have never figured out what the problem was. And a repeated thanks to the other person who really tried to help. I can tell that that person and I learned something.

Updates KB4555449 and KB3138612 fail to install. The first one simply states "This update is not applicable to your computer" (even though I have all the prerequisites and I checked) while the latter simply loads "Checking for updates" indefinitely forever. Please respond if you know any ways to fix this. Thank you very much.

Edit: KB3138612 downloaded after restart. KB4555449 still doesn't download.
