OK thanks. I have checked C:\Windows\Logs\CBS\CBS.log to see the error cause "the update is not applicable to the equipment" when trying to install 2020-01-14 (KB4534310) (quality only). CBS.log says "superseded" I see that every time a "quality only" update is installed, the previous "quality only" update disappears from the updates list performed in Windows 7. The same does not happen with "security only" updates, which continue to appear in the list of updates even if new versions are installed. I have followed your recommended list order to update Windows Seven. I have installed KB2670838 (Direct 2D-3D) and its update KB2670838. I have also installed Internet Explorer 11 and its 2023-10 update package (I had IE 8 installed) Now Windows Update says that I have 32 pending updates. The more I install offline packages... Windows Update it says that I have more pending updates.
There is no such thing called ""quality only", it's Monthly Rollup update and it's cumulative, latest rollup supersede all previous rollups (down to 2016-10) "security only" updates are separate updates, not cumulative Windows 7's Windows Update is mess, and it's not easy to satisfy if you really want to use it with latest ESUs, you must install the standalone WU ESU Patcher
I am now trying to install the .NET Framework 4.8 updates, but I can't. When I install 2022-12 (ndp48-kb5020879-x64), which I understand is the latest ESU, it installs but then says reverting changes. I have tried uninstalling BypassESU and installing "standalone dotNetFx4_ESU_Installer_u" but when trying to install it it says: "NDP48 exe update files are not detected" any solution? Is there something I'm not doing right? What is the latest non-ESU .NET Framework update?

Well, depends on the Assurance contracts they made, which are now hanging round their necks like a millstone. But even then, it could get very tricky accessing these updates.
