KB5048676 installed on my Win7 Pro (x64) and no problems. (I had removed the problematic update immediately in November. In my case it crashed my Firefox browser about 1 in 3 sites visited.) Now with December's update everything working fine (Firefox 115.18.0esr (x64)
With Dec rollup KB5048695 is the render Engine error fixed (the render engine was reason for the brownser crashes with KB5046687/KB5046705 ) all works fine now,
Theory after unhidden November update after install December and rescan Windows Update, you shouldn't see as to Install earlier update. Or Windows Update make crazy. I did must check how be to me.
Considering the browser issue is fixed. Does this mean it is ok to install KB5046705 (Nov Security Only) followed by KB5048676 (Dec Security Only)? I know Nov was "Miscellaneous security improvements" but I rather have them than not.
I had the November update hidden and then installed the new December update. Going back to the hidden updates page the November update is no longer there. So presumably everything it patched has been included in the December update and now the November update is no longer needed or valid. If I re-scan for new updates the November one doesn't appear and it's not in the hidden list, so I conclude that it's no longer needed.
Depending on what update, Security-only, or Monthly Rollup. The Safety KB5048695 Monthly already includes the November update. I'm installing KB5048676 Security-only and went phased November, December and everything works.
Security-only is supposed to be non-cumulative on update level, so, you might miss out on some November fixes by not installing it. Usually, even Security-only is at least partly cumulative on package level. Installing the November and December SecOnly packages should be non-critical, as December overrides the November render engine changes. The normal package OTOH is fully cumulative on update level and you don't need to reinstall November LCU as the December LCU fully supersedes it.

Microsoft: you are using Security-only updates, you will also need to install all previous Security-only updates and the latest cumulative update for Internet Explorer (KB5046630). KB5048695 This Monthly Rollup cumulative security update contains improvements that are part of update KB5046687(released November 12, 2024).
You need to differentiate between update level (KB as a whole) and package level (the actual OS packages/components being fixed). Basically Security-only as a whole KB update is not cumulative, it doesn't contain the previous month's updates. So you need to install all to be fully protected (+ the latest IE one, as THAT one IS cumulative). However, on an OS component or package level, if a later Security-only KB updates the same internal package as a previous month's did, it includes all fixes for that package and updates it to a higher version. In other words, both November and December SecOnly updates update the render engine, but only the December version will be active, as it has a higher build number.
The December update has not arrived. Did I understand correctly, to get it and the next ones I need to install Bypass ESU v13 and select Windows Server emulation in it then the updates will come until 2026? Can Bypass ESU v13 be installed over v12 or should it be deactivated with a reboot?
You can install v13f over v12. You need to select Server 2008 R2 as it's the only one still getting updates. Important: Applies ONLY to 64bit! 32bit is dead since October.

Yes, it seems to be enough to install KB5048695 without uninstalling KB5046687 (if installed). After KB5048695 is installed, browsers work again.
I ignored the November update (at Abbodi's suggestion) and today it was replaced in the Windows Update panel by the December update. I tried to install .Net Framework November package alongside but it fails with error Code 643. What can I do about it? Could the reason be that I was previously using the Windows 7 bypass client and later switched to Windows 7 Server updates option? Thank you Abbodi for amazing work!
I ended up installing the KB5048676 security-only update on a backup laptop SATA HDD on an old 2007 Dell Inspiron laptop PC running Win7 Ultimate x64 on top of KB5046687, which also produces the same result in browsers working correctly again on Win7
