After 1607, disabling AppX Deployment Service forces the user to press the Start button twice for the Start Menu to properly work because after the first pressing, the Start Menu is greyed-out (nothing is selectable). The service (if disabled) stays dead on the 2nd press, so there has to be some way to fully de-couple it or unbind it from affecting the Start Menu? Pressing Start button second time simply restarts ShellExperienceHost process.
