can i create win7 oem dvd ?

if i do not add $oem$ folder then it,s work 100% via source usb and dvd
when add $oem$ folder then above both error come

please i make preinstall oem dvd,usb

 

i m using Magiciso ( adding $oem$ folder in iso )it,s ok
or
i use only poweriso

problem was ( using Magiciso) Ultraiso working perfect
but
my window not active
