Then you probably need to use C2R-Retail2Volume to be able to KMS activate it afterwards, if possible. YAOCTRI is only usefull for Office 2019, because earlier Office versions could be downloaded as VL directly, Office 2019 is retail only by default.
This problem usually causes when you subscribe for windows insiders preview or Developer preview to fix the problem you need to go to settings/update/recovery and reset the PC. and when it is done don't subscribe to windows insider preview again or install any antivirus (Specially Kaspersky which cause other problem). now you can install and activate any office version you prefer. Believe me, I have tried every possible way to solve this problem but no software or Code can solve this problem.
