A friend of mine cannot install Windows 7 on a laptop from an USB stick, the install process works great 'till Completing Installation, after that it restarts and the process starts again from 0 (choosing language and keyboard, etc). The problem is that he can't use a DVD on that laptop because it doesn't support optical drives. What can he do to fix this and install Windows 7 on that laptop? (He got it with Windows 7 Starter - Preinstalled, but was a Spanish edition, and he wanted to install English edition).

You need to remove the usb stick immediately when it starts the Completing Installation restart process or it will do as you said just it will start the installation again.
