Can't Reactivate Windows 7 64bit SP1

    I can't seem to find a solution to reactivate Windows 7 64bit Sp1. What happen is that my brother inlaw(who doesn't know much about computer) install SP1 and didn't patch it with the loader right away but he let Windows Activation expired and now it's way pass the 30days. Told him to uninstall KB971033. Try walking him through by running with ADMIN but it won't let him run RemoveWAT 2.2.6 and Windows.7.Loader.v1.9.7-DAZ install and uninstall are grayed out. Since the computer isn't local for me to fix it. Does anyone know a proper step to fix this problem? Worst thing is that Windows System restore is disabled. I don't know if Windows disabled it after the expire date since I was hoping to find a restore point before the SP1 installation.
