    Perhaps this has something to do with this issue already solved by Hotbird64 and CODYQX$

    One thing you guys and gals need to understand win10 has two of everything, system and user related. So login has two backgrounds, one system (blue) and one user (oem image). You can change user settings but not system. Talk to M$ about it. lol
