Computer Froze, I restarted and now my computer is not working properly

    that could take weeks for me to get a dvd media, disk, download or torrent.

    Have you tried creating a new profile in normal control panel ie new user

    Why weeks? You still on Dial Up ?

    Even that wouldn't take weeks

    windows 8 pushes me to pc settings, which is currently inaccessible.

    yes i have tried, multiple times, no i can not create a new profile.

    i wish, dialup would be faster than the internet i have now.

    i ran dism and did scf scan 2x, the original problem persists.

    press and hold left shift key, then restart (brings to advanced boot menu)
    alternatively, in the Run box type shutdown.exe /r /o /f /t 00 and hit enter

    Wipe the HDD then check SMART and if it looks fine, repartition and reinstall everything.
