It's probably the NSA attempting to install their monitoring software, but your firewall or AV is blocking it. Disable your firewall/AV and let it install. You don't want to piss off the NSA. Trust me.

Windows Enterprise is the Corporate Version of Windows and mainly get activated used the KM Server! It's a 8.1 finale as the the versions as well!
How long are you waiting for shutdown to complete? I too have this issue, but if I wait a painful three minutes after the screen goes black, shutdown does complete. System is Dell XPS desktop with Windows 8.1 Pro w/WMC, legit keys/activation and only the updates as released from MS. Unfortunately, I didn't bother to notice exactly when this shutdown lag started, so I can't swear it's because of KB2919355. Numerous scans with different anti-virus-malware programs come up clean. Sometimes I don't like the long delay, so I remove the power cord after the screen goes black. So far, no ill effect from doing that.
Why my system developed the long shutdown delay, as far back as January, I don't know. It couldn't have been KB2919355, as it didn't exist. I restored an Acronis image from November 1, 2013. There was no long shutdown delay. Complete shutdown in 15-20 seconds. I spent hours updating the crap out of it. The last three MS updates were KB2957390, KB2933809 and KB2919355. Still shuts down in 15-20 seconds. Tested it three times. Made a backup image. Tested it again. All good. The only PITA now is trying to remember how much stuff I've installed in the last six months. Oh well, if I can't remember, I probably never needed it anyway.
I wasn't happy using a machine without my last six month's worth of goodies. I restored my most recent image, with the long shutdown delay problem, and starting searching on Google. Lots of hits. Lots of false leads. But I finally struck gold. Turns out my blue tooth driver was the issue. I have no idea why this caused the long delay. But when I installed "7260BT_Intel_Win8.1_A00_32KKW-Setup_ZPE.EXE" from Dell, the delay vanished. Hope this helps Dell owners or possibly anyone with a 7260BT Intel blue tooth. (Even though the Device Manager reports "Dell Wireless 1703 Bluetooth", this driver did the trick).
