You need to use the Rearm command, then try imputting your key in again. i got that problem, for some reason ages ago and thats how i fixed it. once you run the rearm command, reboot your system then try the key imput command again.
Retail and OEM are the same but with OEM you use certificate. Is slick 2.1 in bios are you using dell certificate ?
