I don't think they're WHQL. If you take a look at the name of the installers, they all start with "non-whql", and are the same version released a few days ago. Maybe I'm wrong, but that's where your link goes to. I tried also to do a manual search on amd website and it goes to that same page.
Display driver itself is WHQL. Open \Packages\Drivers\Display\WT6A_INF and check yourself. It has beta (non-whql) because not every package was tested e.g. Chipsetz is still the old one (7/11/2016 11:50 AM instead of the new one).
@diy371 Hi dude I have one strange problem I have mobo MSI A88XM-E45 (NOTE: using VGA ONBOARD)when working with Windows 10 I use version 17.2.1 and NO problems but when using Windows 8.1 I have issues this same driver don't install!! in none manner you know something about thanks in time I make contact with AMD by email but still waiting some help
