Install as normal from Office 2019 image will give you OneNote

Download the Office Deployment Tool from the given link, extract it, you will get 3 files (Setup + 2 config files, one for 32-bit and the other for 64-bit), edit the config file of the architecture of your choice, open a command line, browse to the extracted ODT folder, launch "setup.exe /configure your-config-file.xml", wait for it, profit.

thanks for the links but i read elsewhere that office 2019 latest ISO version is 10730.20127 whereas the ones you posted are 10730.20102. Will they get updated via WU or is there a more updated iso available to be directly downloaded from MS?

 

Yes -> 10730.20127

 

ClickToRun do not use WU
it updated itself internally

whether they update the images or not, no difference
you still have to update to new version ot patch tuesday

retail image is from Monthly Channel
