Yes, online only BUT...
Using ODT you can prepare a source with several language packs integrated.

If you want to install a language pack after having installed Office, yes then you need an internet connection.

I noticed something weird on the downloaded files, when i mount them, it says 16.0.10730.20102 which is Office 2016, not 2019.
Also after installing, when i go to account is says Office 2016

am i doing something wrong or all the links are with office 2016?

i also noticed the real Office 2019 files have over 5GB, not 3,3GB as these

YAOCTRI, WOTOK, and Deploy-N-Install are based on OfficeClickToRun method
OfficeRTool provide official ODT method or OfficeClickToRun method

No, if you have Office 2019 Retail channel, you can use the same LPs as Office 2016
if you have Office 2019 Volume channel, you must use ODT to download and install new LP

Office 2019 do not have new major version, Office 2016/Office 2019/Office 365 all use same version 16.0 and same installation files
how do you install and activate?

PerpetualVL2019 channel files contain more delta updates to upgrade from previous versions
Retail Monthly channel (.img) files contain less deltas, because it's updated constantly

KMS didnt work for me. Not detected. MS Office came installed with a 7 day trial on my Surface. Anyone know what I need to activate it? Or should I just download and install my own?
