Anyway is pretty easy to add an LP "by hand". It's just matter of copying the mui folders from an older win 10, and adding a couple of registry values. It's doable on the installation image and on an already installed system. Just more time consuming.

THE RAIN Do not try to use Langpacks of 10147 or 10154 on 10151, unless you know how to revert back the MUI registry, or do not care a fresh install.
The relevant values are inside HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\MUI\PreinstalledLanguages HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\MUI\UILanguages To make the MUIs recognized then HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Language and HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Locale to set the default and setup language most of the system MUIs are inside C:\Windows\en-US C:\Windows\System32\en-US Then there are many others on program files and program files x86 directory (obviously replace en-US with your preferred language). There are also a lot of less relevant files in windows\help and .loc files in driverstore directory. It depends on your patience to add them too.
Some guy used wintoolkit to integrate 9926 language pack into ISO. Then he said getting ready to install.
There is a simpler way about to install it and see. Extract all the files to a folder and in the delete ch-zn from the boot folder and the sources folder. This will force the install to revert to the default in the lan.cfg file. The default is en-US. I am not sure if I need to make it back into an ISO or can just simply install from the folder I extracted the ISO to. Been long time since I have done an install from a folder. When you do the above steps the set-up defaults to english. /edit I forgot to replace the license agree me so it appears in Chinese...however all your option choices are in english.
