I SUCCEEDED IN REPLACING THE FILE WITH MY OLD ONE BUT THE PROBLEM REMAINS THE SAME PLAYREADY REFUSES TO MAKE ITS UPDATE
replacing the dlls doesn't fix anything to do with playready I'm afraid. You have a different problem

I have successfully run 8.8.3 on windows 10 versions 1803,1809 and 1903 (including RTM). PlayReady installs and updates fine here. I've had to use files from 1709 to replace the newer ones as follows: Copy in & register encdec.dll and modify the registry settings. On a fresh installation of 1903 I've found that there aren't any registry entries for encdec so I've had to import them from an older PC. Rename existing msvidctl and cpfilters DLLs and copy in older ones. WMC finds DVB-T and DVB-S channels, the Guide works and it can record and play recorded TV (including HD). Music is a different story as having download album art etc., still causes WMC to crash.
What's the purpose of encdec.dll? I only use WMC for TV using a twin DVB-T tuner and can watch and record Freeview SD & HD channels OK on all releases of WIN 10 to date. I have only replaced the two dll files mentioned previously.

Thanks ChrisJohn, I have tried it for 3 times but WMC does not start despite replacing the dll's. At the moment I am happy with version 1803, the 1903 new version does not offer me any improvement.
As I said, replacing the DLLs to make WMC work is not going to fix your inability to download PlayReady. I will send a link to a standalone PlayReady runtime installer.
AFTER THAT I HAVE READ THE PLAYREADY 1.3 AND INSTALL ON MY PC BY WMC MY AFTER IT WANTS TO UPDATE THAT IT CONTAINS THE DRM C IS THE FILE DRM THAT IT DOES NOT ARRIVE TO DOWNLOAD BUT ALSO PLAYREADY KEEPS A KEY THAT WILL RECROUP THE IDS OF THE PIECE OF MY PC TO MICROSOFT THAT WILL GIVE ACCESS TO THE UPDATE THAT MY PC HAS TO CHANGE IT UPONING ITS 1903 UPDATE OF MICROSOFT BECOMETH RECOGNIZED MORE MY PC
