You are lucky !!! It always happen to me several month after i install windows. Start menu and task bar are freeze. The only way to fix it is creating new windows user and moving everything to this new account.

Prevention from thumbnail cache from deleting (At least one week for me) : (It deleted in this build almost every day - bug) In Registry Editor you need to go to this key : HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\VolumeCaches\Thumbnail Cache And Modify Autoruns DWORD to 0 and reboot PC.
