I had the same thoughts with @abbodi1406 initially, but at the same time I thought there might be significant updates which Microsoft chose to push to WSUS regardless of their preview status. This view was enforced by the fact that the preview updates were flagged as superseding the regular Patch Tuesday updates, but after the latest removals, it was proven that @abbodi1406 was right, which was expected.
Recent updates have stopped the activation in editions that are only supposed to work on Azure systems. Example - ServerTurbine, ServerRDSH
I think that all you need is to restore the old certs. No experience with server turbine but my Server 11 HCI is alive and kicking
