Ok, here is the Solution for that greyed out problem: In the sepm select Clients - Policies - Location Specific Settings - Client User Interface and then CLIENT CONTROL This solves it all. So in case anybody else ever comes up with a problem like this, that is the setting! Applies to all SEPMs, 14.3 or 14.4.
