Today I installed the latest Windows 10 PRO iso on a virtual machine and installed Revo Uninstaller on that. Strangely enough I didn't had any problem with installing the program with Revo Uninstaller there. The Windows on my host machine was installed january 2020 maybe there lies the problem.

Iobit definitely has PUPs. I haven't encountered any with Revo, which I have been using for about 2 years now. I install, try out, and remove a lot of different programs, and Revo has never yet caused me any problems (knock on wood).
Honestly? The default uninstaller that the software comes with. Obsolete registry entries and configuration files saved in appdata are not a big deal considering the damage that those 3rd party tools may do by targeting shared dll's or system folders for cleanup.
Total Uninstall by Martau Has a feature to "Export registry changes" - can create Undo and Redo Reg files of registry entries added by an app.
